U.S. Department of Transportation

Brodi Fontenot serves as the Assistant Secretary for Administration, the Chief Human Capital Officer (CHCO), and the Senior Sustainability Officer (SSO).  As Assistant Secretary, he provides leadership and oversight in the areas of human resources, security, acquisitions and grants, transportation and facilities, and space management.  As the SSO, he is responsible for implementation, oversight and management of the Department’s energy, environmental and sustainability goals for approximately 11,000 buildings and 6,000 vehicles operated by the Department.

Brodi joined the Department in July 2009 as the Deputy Assistant Secretary for Management and Budget.  Prior to joining DOT, he was a staff member of the US Senate Budget Committee.  In this role, Brodi analyzed and made recommendations to the Committee Chairman on budget requests of DOT and other federal agencies.  Brodi has also held leadership positions at the Government Accountability Office where he worked on issues such as housing, disaster assistance, and budgeting for capital projects.

Biography

General Counsel

Katie Thomson became the Department's General Counsel on April 9, 2014.  Katie previously served as Acting General Counsel and also as the Chief Counsel of the Federal Aviation Administration. From April 2009 to her appointment at FAA, Katie served as Counselor to Secretary of Transportation Ray LaHood, where she was the Secretary's principal advisor on energy, climate, and environmental matters. Katie led the Transportation Department team that developed historic joint fuel/greenhouse gas emission standards for passenger cars and trucks and heavy duty vehicles. These new standards, taken together, will nearly double the fuel economy of passenger vehicles by 2025 and reduce oil consumption by more than 2.2 million barrels per day.

Katie played a critical role in the development and implementation of President Obama's Blueprint for a Security Energy Future and represented the Department at the 2009 and 2011 United Nations Climate Change Conferences in Copenhagen and Durban.

During her tenure at the Department, Katie spearheaded a number of other priority interagency projects, including: the negotiation and development of a new, long-haul, cross-border trucking program with Mexico; and the implementation of the U.S. strategy for responding to the European Union Emissions Trading Scheme as applied to international aviation.

Katie also served as the Department's Senior Sustainability Officer. In that capacity, she was responsible for overseeing the development and implementation of the Department's strategic energy and sustainability targets.

Prior to joining the Obama Administration, Katie practiced for 19 years at the law firm of Sidley Austin in Washington, D.C. As a partner in the firm's environmental group, she focused on civil and criminal litigation, compliance counseling, and regulatory advocacy — with an emphasis on the Clean Air Act, Clean Water Act, hazardous waste management spill reporting, and hazardous materials transportation enforcement and compliance matters.

A graduate of University of Illinois (summa cum laude) and the University of Pennsylvania Law School, Katie resides in Arlington, Virginia, with her husband Chris Lu. In her free time, she is an avid marathoner and triathlete.

Richard McKinney

Chief Information Officer

Richard McKinney is the Chief Information Officer (CIO) for the U.S. Department of Transportation (DOT). He was sworn into office on May 13, 2013.

Richard served most recently as a Senior Fellow for the Center for Digital Government. From 2005 to 2011, he was the Government Technology Advisor for Microsoft’s State and Local Government division. Richard served from 1999 to 2005 as Chief Information Officer for the Metropolitan Government of Nashville and Davidson County, a consolidated city/county government. In Nashville, Richard led the Department of Information Technology Services from a “last place” ranking in the 1999 Governing Magazine “Grading the Cities” survey to a top ten finish in the Center for Digital Government annual “Digital Cities” survey starting in 2003.  Nashville remained in the top ten ranking for six straight years.  Prior to working for Nashville city government, Richard was the Director of Information Services for the Tennessee General Assembly from 1995 to 1999.  He served as Assistant Commissioner of Administration for the State of Tennessee Department of General Services from 1987 to 1995. 

Richard holds both a Master’s Degree in Public Administration and a Bachelor of Science degree from Tennessee State University. Richard is married and the proud father of five children and five grandchildren.  In his spare time, he is an avid landscape and nature photographer.

Kathryn A. Sinniger

Biography

Assistant General Counsel for Regulation and Enforcement

From 2010 to 2013, Ms. Sinniger served as Office Chief in the Office of Regulations and Administrative Law for the Coast Guard Judge Advocate General, leading an office of 15 attorneys and 3 administrative assistants.  She advised senior Coast Guard leadership on all aspects of rulemaking, liaising with the Department of Homeland Security, other Executive Departments, and the Office of Information and Regulatory Affairs.  Prior to this position, she served as one of two senior attorneys/ team leaders in the same office.  She served as project counsel for teams assigned to several economically significant rulemakings for the Coast Guard, including the creation of 33 CFR Subchapter H (the Maritime Transportation Security Act regulations), the Transportation Worker Identification Credential (TWIC) projects, implementing ballast water discharge standards, and establishing inspection standards for towing vessels.  She worked in the Coast Guard’s Office of Regulations and Administrative Law since January of 2000.  Prior to that, she served as an Honors Attorney with the Department of Transportation.

Ms Sinniger received her J.D. from William and Mary School of Law in 1998, and her B.A. in Politics from The Catholic University of America in 1995.  She is married to David, an ex-Navy surface warfare officer and current defense contractor.  Together, they direct the very dramatic lives of Rachel, Sara, and Josephine.  Ms. Sinniger is a Rhode Island native, and spends as much time as possible visiting friends and family in the Great Ocean State.

Associate CIO for Technology Operations & Infrastructure

Todd is the Associate Chief Information Officer (ACIO) for Information Technology Shared Services. As the ACIO, he provides leadership and technical direction over Service Desk and IT Operations and provides a cost effective, high performing and secure IT infrastructure for Operating Administrations (OA) within DOT. Prior to assuming this role, Todd served as Chief Information Officer at the United States Department of Justice Criminal Division (USDOJ), where he led the organization’s IT and litigation support units. While there, Todd transformed the organization into a highly efficient, customer centric operation and upgraded and implemented cutting edge technologies that revolutionized the way Criminal Division users operated. Todd was awarded the Assistant Attorney General’s Award for Excellence in Management in 2011 for his contributions. Before joining the USDOJ, Todd was the Chief Information Officer at the County of Berks in Reading Pennsylvania. During his time there, Todd revamped the network architecture, centralized the staffing model and rebuilt the IT department by establishing processes, new technologies and a tiered support methodology. Prior to that, Todd worked at XO Communications as a Regional IT Manager for ten years where he managed national IT operations and led countless enterprise initiatives and projects. Todd’s team was recognized by InformationWeek magazine as the most innovative IT team in telecommunications in 2008. Todd also received the Example Employee award in 1999 and 2007, a peer nominated award given to the top one percent of employees.

Todd holds a Master’s Degree in Public Administration and a Bachelor of Science degree from The Ohio State University. Todd also holds a Master’s Degree in Information Systems from Drexel University. Over his 24 year career Todd has acquired multiple certifications including an Executive Leadership Certificate from Cornell University, a Balanced Scorecard Professional (BSP) certification, a Contracting Officer Representative (FAC – COR II) certification, an Information Technology Infrastructure Library (ITIL v.3) Foundation certification, a Six Sigma Black Belt Certificate from Villanova University, a Project Management Professional (PMP) certification and a Microsoft Certified Systems Engineer 2003 (MCSE 2003), a Microsoft Certified Systems Engineer 2000 (MCSE 2000) and a Microsoft Certified Systems Engineer 4.0 (MCSE 4.0) certification.

Prior to attending college, Todd received an Honorable Discharge after serving six years in the United States Air Force. Todd has been married since 1991 and is the proud father of one child currently attending the Georgia Institute of Technology.

Office of Budget and Program Performance

Photo of Laura ZiffLaura M. Ziff, Director

Laura M. Ziff serves as the Director of the Office of Budget and Program Performance. In this role, she oversees the development, implementation, and administration of the Department’s budget for eleven operating agencies and the Office of the Secretary. Ms. Ziff joined the Office of Budget and Program Performance in 2002 as a budget analyst covering multiple operating agencies and the Highway Trust Fund. She has also served as the office’s Deputy Director from 2008 to 2009.

Background

Ms. Ziff began her Federal career at the U.S. Coast Guard, where she worked on performance management issues. Prior to joining the Federal government, Ms. Ziff worked for the Council for Excellence in Government and the National Cooperative Business Association.

Ms. Ziff holds a bachelor’s degree from Georgetown University and a master’s degree in Public Policy from the Terry Sanford Institute of Public Policy at Duke University.

Photo of Gregory BrownGregory A. Brown, Deputy Director

Gregory A. Brown is currently the Deputy Director for the Office of Budget and Program Performance.  Since 2010, Mr. Brown has functioned in a senior-level role that provides leadership, advice, and guidance to the Office of the Secretary in the development, implementation, and administration of the Department’s budget, financial management, and performance management.

Background

Mr. Brown is the former Chief Administrative Officer for the Maryland Transportation Authority.  In that capacity, Mr. Brown directed all agency administrative functions including information technology, procurement, human resources, and inventory control. Mr. Brown joined the Maryland Transportation Authority in September 2000 as the Director of Intergovernmental Projects and has also served as the Assistant Executive Secretary. Prior to joining the Authority, he served as Chief Financial Officer and Deputy Chief Financial Officer for the District of Columbia’s Department of Corrections.  Previously, he was Branch Chief for Public Education and Community Services with the District’s Office of Budget and Planning and also held fiscal oversight positions with Baltimore City Community College, the National Association of State Budget Officers, and the Maryland General Assembly.


Office of Credit Oversight and Risk Management

Michael Bouril serves as the Director of the Office of Credit Oversight and Risk Management.  Mr. Bouril plays a key role in the execution and oversight of the Department’s more than $16 billion innovative finance portfolio by managing the Secretary’s credit oversight team and Credit Council. He also ensures the Department’s credit policies are consistently implemented across the operating administrations' innovative finance programs. Prior to assuming his current duties, Mr. Bouril spent five years as a credit program analyst in the Office of Budget and Program Performance, where he advised the Chief Financial Officer on loan applications and credit policy and assisted in the development and execution of DOT’s budget of more than $70 billion.

Background

Mr. Bouril began his Federal career with the Department of Transportation’s Maritime Administration, where he worked as a financial analyst on the Maritime Guaranteed Loan program. 

Mr. Bouril holds a bachelor’s degree in Economics from the University of Pittsburgh and a master’s degree in Business Administration from George Mason University.


Office of Transportation Infrastructure and Finance Act (TIFIA) Joint Program

Duane Callender manages the Transportation Infrastructure Finance and Innovation Act (TIFIA) credit program. He directs a staff responsible for all aspects of project evaluations, negotiations, and portfolio monitoring. Mr. Callender oversees a portfolio that encompasses nearly $19 billion in Federal credit assistance to 47 intermodal, highway, and transit projects totaling approximately $72 billion of infrastructure investment in the U.S.

Background

Immediately before joining the TIFIA program, Mr. Callender held positions in DOT’s Office of Budget and Programs where he was responsible for overseeing the Maritime Administration budget, in DOT’s Inspector General’s Office, and in the Budget Office of the District of Columbia’s Metropolitan Police Department.

A New York native, Mr. Callender holds a bachelor's degree in Sociology from Connecticut College and a master’s degree in Public Administration from American University.

Senior Counselor to the Secretary and Chief Opportunities Officer

Stephanie Jones was named Senior Counselor to the Secretary and Chief Opportunities Officer for the U.S. Department of Transportation in September 2015. In this role – a first for any federal agency - Stephanie advises Secretary Anthony Foxx on an array of issues and ensures that his priority “Ladders of Opportunity” initiatives are coordinated, advanced and implemented across all levels of DOT, with Department stakeholders, and the public. 

Prior to her appointment as Senior Counselor, Stephanie was DOT’s Deputy Chief of Staff. In this position, she was a senior advisor to the Secretary and the Chief of Staff, helping to manage a department with more than 55,000 employees and a $70 billion budget, and handling special projects and priority initiatives for the Secretary.

Stephanie is also serving as the Acting Director of DOT’s Departmental Office of Civil Rights.

Stephanie brings to Secretary Foxx’s leadership team decades of public, private and non-profit sector experience in government, law, education and journalism in a career devoted to “bridging the gaps” that separate people, communities and ideas. Her public affairs and strategic communications firm, Stephanie Jones Strategies, founded in 2010, empowered non-profits and businesses to increase productivity and profitability by improving diversity, expanding communication and engaging with external strategic partners and communities.

Before launching her small business, Stephanie served as the Executive Director of the National Urban League Policy Institute, the Urban League’s research, policy and advocacy arm. She was also Editor-in-Chief of The State of Black America and Opportunity Journal magazine.  During her tenure, Stephanie reorganized and re-branded the Policy Institute into a nationally recognized and highly regarded advocacy, policy, research and publication center. She raised the profile of the National Urban League on Capitol Hill and beyond, invigorated the organization’s grassroots advocacy, developed the groundbreaking policy document, The Opportunity Compact, and transformed The State of Black America report and Opportunity Journal magazine into cutting-edge, nationally-distributed publications featuring esteemed authors and contributors, including then-Senator Barack Obama.

From 2002 until 2005, Stephanie served as Chief Judiciary Committee Counsel to Senator John Edwards, advising him on judicial nominations, civil rights and liberties, homeland security, labor, and other issues. She worked closely with the Senator in the development of his anti-poverty, civil rights and urban agendas and was a senior advisor during his 2004 presidential and vice presidential campaigns.  Before working for Senator Edwards, Stephanie was Chief of Staff to the late Congresswoman Stephanie Tubbs Jones.

From 1994 until 2000, Stephanie was an appointee in the Clinton Administration, serving as Secretary’s Regional Representative in the U.S. Department of Education, where she was the Administration’s education point person for a six-state region.  During this time, she also extensively traveled with the President and First Lady, coordinating scores of events and domestic and foreign trips, including the President’s state visits to Africa, Europe, Asia, and Hillary Clinton’s Save Our Treasures Tour and numerous international trips.

Before entering government service, Stephanie was an Associate Professor of Law at Northern Kentucky University’s Salmon P. Chase College of Law, where she taught Civil and Criminal Procedure, Civil Rights Law, Entertainment Law, and Trial Advocacy. Stephanie has also served on the adjunct faculty of Northwestern University School of Law and practiced law with the firm Graydon, Head & Ritchey in Cincinnati. Prior to her legal career, Stephanie was a staff reporter at the Cincinnati Post and the personal assistant to Lionel Richie and the Commodores.

Stephanie’s work as a thought-leader and policy expert has fostered diversity, public engagement and cross-cultural understanding across many segments of society.  Her groundbreaking Sunday Morning Apartheid study which she conceived, conducted, and wrote, triggered a significant and measurable increase in the on-air racial diversity of network and cable news programming.  Her essays and commentary on public policy, civil rights, and social justice have been featured in The Washington Post, Salon, and other publications.

Stephanie earned her B.A. from Smith College and her J.D. from the University of Cincinnati College of Law, where she was a Fellow in the Urban Morgan Institute of Human Rights. She also attended Tuskegee University as an undergraduate exchange student.

Amitabha "Amit" Bose

Associate General Counsel

Amitabha “Amit” Bose serves as Associate General Counsel at the U.S. Department of Transportation (DOT), providing legal counsel, guidance and advice to the Office of the Secretary and DOT’s Operating Administrations.  In his previous role as Deputy Assistant Secretary for Governmental Affairs, he assisted handling DOT’s relationships with Congress and legislative matters, including MAP-21, 2012 FAA reauthorization bill, and 2011 pipeline safety act.  He also served as Director of Congressional Affairs at the Federal Railroad Administration from October 2009 to June 2011. 

He has worked in the House and Senate as the transportation staffer for Senator and then-Congressman Bob Menendez.  His projects included securing the full funding grant agreement for the Hudson Bergen Light Rail, and authorization and funding for the 50-foot deepening of New York Harbor.  He also worked as a policy advisor and head of federal affairs at the New Jersey Department of Transportation and New Jersey Transit.  During that time, he was tasked with the effort to secure $3 billion in federal funding for the Access to the Region’s Core, the first rail tunnel in 100 years to connect New Jersey and Manhattan.  In private practice in Georgia, Amit focused on land use, environmental and municipal law.  He participated in the President’s Leadership Workshop.  He has written articles for the Georgia Journal of International & Comparative Law and Mercer Law Review.  Amit has an AB from Columbia College, a MIA from Columbia University’s School of International and Public Affairs, and a JD from the University of Georgia, where he was Executive Articles Editor for the Georgia Journal of International & Comparative Law, Ed Sumner Memorial Scholar and Land Use Clinic Award winner.

Kristin Amerling

Deputy General Counsel

Kristin Amerling is Deputy General Counsel for the U.S. Department of Transportation.  Her previous experience includes over 20 years of service in House and Senate staff positions, including Chief Investigative Counsel and Director of Oversight for the Senate Committee on Commerce, Science, and Transportation, Chief Counsel of the House Committee on Energy and Commerce, Chief Counsel of the House Committee on Oversight and Government Reform, and State of Maine Press Secretary to Senate Majority Leader George J. Mitchell.  Ms. Amerling also spent several years in private practice as an associate with the law firm Steptoe and Johnson and served as Executive Director of the nonprofit organization Taxpayers Against Fraud Education Fund.  Ms. Amerling grew up in Maine and graduated from Harvard College and the University of California, Berkeley, School of Law.

Carlos Monje Jr.

Assistant Secretary for Transportation Policy

Carlos Monje is Assistant Secretary for Transportation Policy. He manages and oversees the Office of Transportation Policy which is primarily responsible for recommending transportation policy initiatives to the Secretary, Deputy Secretary and Under Secretary.  The Office of Transportation Policy reviews proposed Departmental regulatory actions to ensure that regulations are as consistent as possible with the policies of the Administration and the Secretary. He oversees the administration’s proposal to reauthorize surface transportation programs, the TIGER discretionary grant program, and on efforts to promote equity and economic development.

Monje previously served as Counselor to US. Transportation Secretary Anthony Foxx, Special Assistant to the President and Chief of Staff of the White House Domestic Policy Council where he helped oversee all aspects of policy, message and event development across a wide spectrum of domestic policy issues which included disaster recovery, veterans affairs, and national service issues.  Monje also served as deputy policy director at Obama for America and a special assistant in President Obama’s DC Senate office where he handled homeland security and veterans affairs.

Monje previously worked as a policy and press aide in the United States Senate and on a number of federal and statewide electoral campaigns.

A graduate of Harvard University, Monje is a native of New Orleans, Louisiana.  He met his wife, Anne Filipic, while they both worked on the Obama campaign in 2008.  Monje is the first in his family born in the United States.  His family is from Argentina.

Molly J. Moran

Acting General Counsel

Molly J. Moran is the Acting General Counsel for the U.S. Department of Transportation (DOT).  Ms. Moran is counsel to Secretary Anthony Foxx and serves as the Department’s Chief Legal Officer, with authority to resolve all legal questions concerning the Department’s policies and programs and its over 55,000 employees and $78 billion budget. She oversees the activities of more than 500 lawyers in the Department and its ten operating administrations, safeguarding the integrity of the decision making process and promoting compliance with all applicable laws.  Ms. Moran is responsible for the Department’s regulatory program, including airline consumer protection, its litigation and enforcement activities, and the preparation of transportation legislation.

Prior to joining DOT, she served in a number of senior leadership roles at the Department of Justice.  From late 2014-2016, she was the Principal Deputy Associate Attorney General, supervising the Justice Department’s civil litigating and grant-making divisions.  In 2014, she was Acting Assistant Attorney General for the Civil Rights Division and led the Justice Department’s civil and criminal investigations of the Ferguson Police Department.  From 2010-2014, she served as Counselor and Deputy Chief of Staff to Attorney General Eric H. Holder, Jr., a role in which she was a principal advisor to the Attorney General in formulating and implementing a wide range of Justice Department initiatives.  From 2009-2010, she was a Deputy Assistant Attorney General in the Office of Legal Policy where she managed the Department's role in selecting federal judges.    

Before joining the Obama Administration, Ms. Moran was a litigation partner at Jenner & Block LLP in Chicago, Illinois and Washington, DC, where she focused on complex commercial litigation and internal investigations.  An Indiana native, Ms. Moran received her B.A. and J.D. from Indiana University – Bloomington.

Blair Anderson was sworn in as the Deputy Administrator of the National Highway Traffic Safety Administration on August 23, 2015. As a passionate safety advocate and earnest financial steward, he is honored by the opportunity to support NHTSA’s core safety mission of saving lives, preventing injuries and reducing crashes.

Before becoming NHTSA’s Deputy Administrator, Anderson served as the acting chief financial officer and assistant secretary for budget and programs at the U.S. Department of Transportation. In this role, Anderson was responsible for the Department’s $70 billion budget and the financial management of all the Department’s programs. He oversaw the execution of the Department’s loan portfolio, which grew to more than $21 billion during his tenure at the CFO’s office. As acting CFO, he was a member of the Department’s senior management team, advising the Secretary of Transportation on budget, policy, and management issues. Anderson was particularly respected for his key role as a liaison to Congress and his ability to work with the Appropriations Committee to secure resources in support of the Secretary’s priorities.

Prior to joining the Department in April 2013, Anderson spent eight years as an advisor for Congressman John W. Olver, primarily overseeing his work as chairman and ranking member of the Appropriations Subcommittee on Transportation, Housing and Urban Development. Notable achievements during this time included providing $10.5 billion for the High Speed and Intercity Passenger Rail grant program and the creation of the Transportation Investment Generating Economic Recovery (TIGER) grant program. Anderson also served as Congressman Olver’s legislative director from 2007-2009.

Anderson is originally from Laguna Beach, California, and obtained his bachelor’s degree in ecology and evolutionary biology from Princeton University. The father of two young boys, he and his wife have become proudly proficient in the use of all the required types of car seats and booster seats.

Biography

General Counsel

Katie Thomson became the Department's General Counsel on April 9, 2014.  Katie previously served as Acting General Counsel and also as the Chief Counsel of the Federal Aviation Administration. From April 2009 to her appointment at FAA, Katie served as Counselor to Secretary of Transportation Ray LaHood, where she was the Secretary's principal advisor on energy, climate, and environmental matters. Katie led the Transportation Department team that developed historic joint fuel/greenhouse gas emission standards for passenger cars and trucks and heavy duty vehicles. These new standards, taken together, will nearly double the fuel economy of passenger vehicles by 2025 and reduce oil consumption by more than 2.2 million barrels per day.

Katie played a critical role in the development and implementation of President Obama's Blueprint for a Security Energy Future and represented the Department at the 2009 and 2011 United Nations Climate Change Conferences in Copenhagen and Durban.

During her tenure at the Department, Katie spearheaded a number of other priority interagency projects, including: the negotiation and development of a new, long-haul, cross-border trucking program with Mexico; and the implementation of the U.S. strategy for responding to the European Union Emissions Trading Scheme as applied to international aviation.

Katie also served as the Department's Senior Sustainability Officer. In that capacity, she was responsible for overseeing the development and implementation of the Department's strategic energy and sustainability targets.

Prior to joining the Obama Administration, Katie practiced for 19 years at the law firm of Sidley Austin in Washington, D.C. As a partner in the firm's environmental group, she focused on civil and criminal litigation, compliance counseling, and regulatory advocacy — with an emphasis on the Clean Air Act, Clean Water Act, hazardous waste management spill reporting, and hazardous materials transportation enforcement and compliance matters.

A graduate of University of Illinois (summa cum laude) and the University of Pennsylvania Law School, Katie resides in Arlington, Virginia, with her husband Chris Lu. In her free time, she is an avid marathoner and triathlete.

Associate CIO for IT Shared Services

Jack Albright is responsible for providing the full range of core departmental commodity IT business enabling capabilities including data center, network, help desk, Internet, email, desktop, mobile, server, storage, telecommunications, wireless, security, and cloud services through Infrastructure, Platform, and Software as a Service offerings.

Jack joined OCIO as the Associate Chief Information Officer (ACIO) for IT Shared Services (ITSS) in March 2016.  He leads a team of highly skilled and energetic IT professionals that provide and maintain technology innovations and solutions to effectively, efficiently, and economically enable the Department's lines of business.  Jack also serves as a senior advisor to the CIO and Deputy CIO by providing policy support and strategies to both secure and enable the safety mission of the organization.  Jack is passionate about customer service excellence which is clearly evident in his character and attitude.  He is committed to applying an enterprise approach to all business challenges to ensure technology solutions meet expectations, provide maximum business value and reduce redundancies and costs.

Prior to his position as ACIO ITSS, Jack served as the Department of Transportation's Pipeline and Hazardous Materials Safety Administration (PHMSA) Chief Information Officer for more than 10 years.  Previously Jack served as the Information Resources Manager for PHMSA's predecessor agency, the Research and Special Program Administration (RSPA) where he became the first non FAA DOT federal employee to obtain a SANS Institute Global Information Assurance Certification (GIAC).

Jack has more than 24 years of experience in information technology, including strategic planning, policy, alignment of technology with business, Capital Planning, Enterprise Architecture, application and systems development, mobile computing, project management, cybersecurity, IT and data center operations, and cloud services.

CIO for the Office of the Secretary

Mr. Clark is currently responsible for IT support to the programs and staff of the Office of the Secretary, and for oversight and security of 40 OST information systems.  Prior to joining OST, he was the CIO for the Corporation for National and Community Service, a small independent Federal agency and was Co-Chair of the Small Agency CIO Council.  Mr. Clark has also served as the Program Manager for the Government-wide Grants.gov web site, and as the IT Capital Planning Officer for the Department of Health and Human Services-wide IT portfolio of systems.  He spent many years in IT management in the Department of Defense and as a consultant in IT management and acquisition reform.  Interspersed within Mr. Clark's government career have been two periods as the president of mid-size companies in the private sector.  He is a graduate of the DoD Defense Systems Management College Program Manager Course for managers of major weapon system acquisitions, and he holds a Masters of Business Administration in International Business.  Mr. Clark is married and has two children.

Lauren Breitenother

Director of the Resource Management Office

Lauren is the Director of the Resource Management Office (RMO) for the Office of the Chief Information Officer (OCIO).  In this role she is responsible for strategic communications, Human Resources, and the budget and procurement for OCIO's three funds including the IT Working Capital Fund (WCF). She also manages the Department's enterprise web platform which now hosts several operating administrations and the government wide permitting dashboard.

Prior to this position, Lauren worked at the Food and Drug Administration (FDA) in the Center for Tobacco Products and in the Office of the Commissioner.  While at FDA, she focused on stakeholder engagement, strategic communications, digital communications and contract management.

Lauren received her BA from the Colgate University and an MPH from the University of Maryland. She lives in Bethesda, MD with her husband and daughter.

Associate General Counsel 

Sripriya Narasimhan is the Associate General Counsel for the U.S. Department of Transportation (DOT). Ms. Narasimhan engages in all aspects of the Department’s and its ten operating administrations’ legal activities, including the regulatory program, litigation and enforcement activities, and preparation of transportation legislation. Ms. Narasimhan is also an adjunct professor of a legal writing seminar at the George Washington University School of Law.  

Ms. Narasimhan was most recently a litigation associate at Gibson, Dunn & Crutcher LLP in Washington, D.C. and New York, where she practiced as a trial and appellate attorney, representing individuals and corporations in complex commercial and transnational litigations, internal investigations, and federal appeals. Ms. Narasimhan also had an extensive pro bono practice, focusing on representing individuals through the Office of the Federal Defender and national immigration advocacy groups in the Supreme Court of the United States. Prior to that role, she served on the staff of the U.S. Senate Committee on the Judiciary. Ms. Narasimhan earned a B.S. from Duke University and a J.D. from the University of Pennsylvania.

Associate CIO for IT Policy

Steve is Associate CIO for IT Policy for the U.S. Department of Transportation. His responsibilities include IT strategy, policy, governance, investment management and implementation of the Department’s plans for the Federal Information Technology Acquisition Reform Act (FITARA). 

Steve has over 30 years of experience that spans the federal career service, academia and private sector consulting.  He joined DOT CIO  in January 2017 after working as a consultant for 10 years supporting federal agency CIOs with strategy, policy and governance at Octo Consulting Group and SRA’s Touchstone Consulting Group.  He previously served as an Assistant Professor in the Department of Information Systems at UMBC where he taught and did research on Management Information Systems,  Decision Support Systems, Project Management and e-government.    

Steve’s first stint of federal service started as a Presidential Management Intern for the Naval Sea Systems Command.  He spent 10 years at the Office if Management and Budget working on management, budget and information technology and policy issues.  Steve then joined the Internal Revenue Service (IRS) and helped to direct the Program Management Office for Tax Systems Modernization.  He completed his time at IRS helping to stand up the Electronic Tax Administration organization running the IRS e-file program.  His organization was responsible for standing up the first electronic signature and payment programs and also created the first paid advertising program for e-file.

Steve received his BA in Public Management and Masters in Public Administration from the University of Maine.  He earned his Ph.D. in Public Administration and Policy at Virginia Tech.

Deputy Assistant Secretary for Administration

Keith Washington serves as the Deputy Assistant Secretary for Administration at the U.S. Department of Transportation. In this role, he provides leadership and oversight in the areas of human resources, security, acquisitions and grants, transportation and facilities, and space management. Prior to this role, he was the Director in the Departmental Office of Human Resource Management. In this key role, he was responsible for leading and evaluating Departmental human resource management policies for a large Cabinet level agency in the following areas: recruitment and staffing, position classification, pay, labor and employee relations, learning and development, workforce planning, executive resources, work and family life, employee benefits, automation, performance management, and accountability.

Keith previously served as the Interim Associate Administrator for Administration, Maritime Administration (MARAD). In this role, he was MARAD’s principal administrative and management official and led the following areas: acquisition, human resources, information technology, facilities, and administrative services. He also provided oversight of the mission-support functions for the U.S. Merchant Marine Academy, one of 5 United States service academies.

Mr. Washington has held other key positions at the U.S. Department of Transportation including the Acting Assistant Secretary for Administration, the Deputy Director, Departmental Office of Human Resource Management, the Associate Director for Human Resources Policy and Oversight as well as the Manager, Air Traffic Executive Staff at the Federal Aviation Administration (FAA). He is the recipient of numerous awards including the Secretary’s Award for Meritorious Achievement for his distinguished leadership in supporting the U.S. Merchant Marine Academy.

Keith’s hobbies include travel and he has visited all 7 continents. He is a native Washingtonian and DC public school graduate. He successfully completed the Key Executive Program at the American University. He has a Master’s of Public Administration from the American University and a B.A. in Political Science (cum laude) from American University.

Associate CIO for Technology Operations & Infrastructure

Todd is the Associate Chief Information Officer (ACIO) for Information Technology Shared Services. As the ACIO, he provides leadership and technical direction over Service Desk and IT Operations and provides a cost effective, high performing and secure IT infrastructure for Operating Administrations (OA) within DOT. Prior to assuming this role, Todd served as Chief Information Officer at the United States Department of Justice Criminal Division (USDOJ), where he led the organization’s IT and litigation support units. While there, Todd transformed the organization into a highly efficient, customer centric operation and upgraded and implemented cutting edge technologies that revolutionized the way Criminal Division users operated. Todd was awarded the Assistant Attorney General’s Award for Excellence in Management in 2011 for his contributions. Before joining the USDOJ, Todd was the Chief Information Officer at the County of Berks in Reading Pennsylvania. During his time there, Todd revamped the network architecture, centralized the staffing model and rebuilt the IT department by establishing processes, new technologies and a tiered support methodology. Prior to that, Todd worked at XO Communications as a Regional IT Manager for ten years where he managed national IT operations and led countless enterprise initiatives and projects. Todd’s team was recognized by InformationWeek magazine as the most innovative IT team in telecommunications in 2008. Todd also received the Example Employee award in 1999 and 2007, a peer nominated award given to the top one percent of employees.

Todd holds a Master’s Degree in Public Administration and a Bachelor of Science degree from The Ohio State University. Todd also holds a Master’s Degree in Information Systems from Drexel University. Over his 24 year career Todd has acquired multiple certifications including an Executive Leadership Certificate from Cornell University, a Balanced Scorecard Professional (BSP) certification, a Contracting Officer Representative (FAC – COR II) certification, an Information Technology Infrastructure Library (ITIL v.3) Foundation certification, a Six Sigma Black Belt Certificate from Villanova University, a Project Management Professional (PMP) certification and a Microsoft Certified Systems Engineer 2003 (MCSE 2003), a Microsoft Certified Systems Engineer 2000 (MCSE 2000) and a Microsoft Certified Systems Engineer 4.0 (MCSE 4.0) certification.

Prior to attending college, Todd received an Honorable Discharge after serving six years in the United States Air Force. Todd has been married since 1991 and is the proud father of one child currently attending the Georgia Institute of Technology.
